Munoz appeared in Hall County Court for arraignment on Monday, Sept. 5.
According to court documents, on Sunday, Sept. 3 at 12:41 a.m., a Grand Island Police Department officer attempted a traffic stop on a white Chevy Colorado for running a red light at the intersection of 1st and Walnut St.
The vehicle then turned west on 2nd St. without using a turn signal and made an improper turn, going into the far-right lane of traffic.
The Colorado then accelerated at a high rate of speed onto Cleburn St., squealing the tires to make the turn. The officer activated his lights to stop the vehicle, but it continued at a high rate of speed, without regard for others on the road.
The officer then discontinued the traffic stop but the Colorado was reported to have been in an accident with a black Toyota Highlander on 10th and Eddy St. at 12:42 a.m.
The driver of the Colorado fled the scene but was caught by officers running a few blocks away. Munoz was identified as the registered owner and driver of the vehicle.
The occupants of the Highlander, a 50-year-old and 12-year-old female and 16-year-old male were injured and transported to St. Francis Medical Center to be treated.
Police stated that there were open containers of alcohol inside the Chevy Colorado. Munoz submitted to a preliminary breath test and failed, showing a blood alcohol content of .08 or greater.
Munoz refused a chemical test and was booked into the Hall County Department of Corrections, Grand Island Police stated.
