GRAND ISLAND — A 40-year-old man was arrested for terroristic threats and driving under the influence during the morning of Sept. 23 in Grand Island.

Around 8:49 a.m., officers with the Grand Island Police Department responded to the Pump and Pantry gas station on South Locust St. in reference to a possibly intoxicated male driver.

The male was identified at Austin Kinman-Rodriguez and was contacted outside of his vehicle. Police stated that he had been reported earlier operating his vehicle in a gas station and was unable to keep his balance.

Police say that Kinman-Rodriguez admitted that he had driven his vehicle from a hotel west of the gas station. At the time of contact, officers observed signs of impairment and could smell the odor of alcohol coming from his breath.

Officers asked if Kinman-Rodriguez would consent to a field sobriety test, but he refused.

While attempting to arrest Kinman-Rodriguez, police say he would force his hands in front of him to resist being handcuffed. Police also say that he threated to assault officers if he saw them in public.

Kinman-Rodriguez also referred to his race several times and then physically stood up and faced the officers while handcuffed and made derogatory racial slurs, police noted.

Multiple bottles of alcoholic drinks were found inside of Kinman-Rodriguez’s vehicle.

He was arrested for driving under the influence – alcohol, second offense; refusal to submit chemical and breath tests, open container, resisting arrest and terroristic threats – hate crime.

Kinman-Rodriguez was booked into Hall County Department of Corrections at 11 a.m.
