Hall Co. Commissioners approve contract with Holiday Express Bus to provide rural transportation services

GRAND ISLAND – Hall County Commissioners voted 7-0 Tuesday, June 18, to approve a contract with Holiday Express Bus to provide rural transportation services.

The total estimated expenses for FY 2025 are $396,185. The total estimates expenses for FY 2026 are $408,070.

In another matter Tuesday, the Commissioners received an annual funding request from the Central District Health Department for $125,450. The request was approved as part of the consent agenda vote which was 7-0.

Commissioners heard a presentation from Michelle Setlik with the Hall County Historical Society about the Society’s activities. The Society has sponsored a number of events related to the 100th anniversary of the Hall County Historical Society.

The group sponsors monthly “Voices of the Past” presentations and has a Bygone Book Club, where the Society partners with the Grand Island Public Library. The Society is in the process of getting more historical markers made for placement in the county. Commissioners voted 7-0 to approve a $10,000 annual budget request from the Hall County Historical Society.

Commissioners discussed a letter that Facilities Director Doone Humphrey received from CORE CPAs. It offers consulting services related to funds that all counties have received with regards to the Coronavirus State and Local Fiscal Recovery Funds. Under the Act, all Nebraska counties have received funds to respond to the economic and public health impacts of COVID-19.

The firm will provide consulting services as needed for the county to assist in use of the Coronavirus State and Local Fiscal Recovery Funds. Hourly billing rates are $490/hour (partner), $375/hour (manager), and $200 to $225/hour (senior staff). Commissioners voted 7-0 to work with the company.

Commissioners received one bid for janitorial services in county buildings. They voted 7-0 to approve working with Donna’s Fresh Start.
Commissioners heard a presentation from Casey Muzic, executive director of Midland Area Agency on Aging in Hastings.

The annual membership for Hall County in Midland Area Agency on Aging for FY 2025 will remain at $10,880. This funding is used for operation of the agency’s administrative office.

The agency also had a funding request from the county for FY 2025 for $13,278. This funding will go toward senior services in Cairo, HyVee meal voucher program, and the homemaker/chore programs.

Midland Area Agency on Aging receives grant funding from entities including the Federal Older American’s Act, Nebraska Community Aging Services Act, and the United States Department of Agriculture for the senior meal services.
