GRAND ISLAND — A Grand Island man with three prior driving under the influence convictions is facing his fourth after his vehicle lost a tire and struck another vehicle.

Pedro Munoz, Jr., 35, has been charged driving under the influence, third prior conviction, a Class 2A felony; driving while revoked from DUI, a Class 2A felony; resisting arrest – second offense, Class 3A felony, obstruct a peace officer, Class 1 misdemeanor and willful reckless driving, Class 3 misdemeanor.

Munoz was arraigned in Hall County Court on Monday.

According to an affidavit submitted in the court records, on Sunday, May 11 at 10:13 p.m., a Grand Island Police Department officer observed a blue Dodge Challenger traveling west on 15th St. to Broadwell Ave.

The vehicle was dragging its front passenger tire that was locked up, it closely passed multiple parked cars and disregarded a stop sign before the entire tire fell off the rim.

The vehicle continued west on 16th St. and struck a curb, causing it to lose its bumper near 16th St. and Ruby Ave. The officer then observed the vehicle pulling into a residence on Kruse Ave.

The officer pulled into the driveway and activated the overhead lights to conduct a traffic stop.

An adult male, identified as Pedro Munoz, opened the driver door and stepped out and was ordered to get on the ground. Per the GIPD, Munoz would stand back up and begin walking away from officers and ignoring their commands to remain on the ground.

An officer took hold of Munoz as he pulled away, but once handcuffed Munoz would not stand up and had to be pulled up by the officers.

Officers observed Munoz had glossy red eyes and they could smell the odor of alcohol. Munoz would provide a failing preliminary breath sample.

A record check would reveal that Munoz’s license was revoked from a prior DUI conviction and that he had three prior DUI convictions in the past 15 years.

Officers later located a vehicle that was struck on 16th and Eddy St., a witness would say a dark colored car had collided with it and would travel west on 15th from Eddy St.

Munoz would be booked into the Hall County Department of Corrections.
