GRAND ISLAND – A Grand Island Area Chamber of Commerce Business After Hours event Oct. 16 celebrated Legacy 34 Apartments at Prairie District by RIZER.

The event was cohosted by the Grand Island Area Economic Development Corporation and Grand Island Area Chamber of Commerce.

The Legacy 34 development includes apartments, carriage houses, and homes. The apartments’ amenities include a clubhouse, fitness center, dog park, and pool. One-bedroom and two-bedroom apartments are available. Legacy 34 also has carriage houses. They have three bedrooms, two bathrooms, and an attached garage. Also, lots are for sale for homes.

Scott Rief is president of RIZER. The real estate developer said that presence of the Grand Island Area Regional Medical Center south of the Prairie District led to his decision to develop the Prairie District, which is just on the north side of Highway 34.

He said there are 315 apartments, five carriage houses, and 120 lots for homes. Twenty two lots area currently available for construction, and construction on one house is underway.

Rief said that 92 apartments were constructed in 2023, 123 apartments were constructed in 2024, and 88 apartments were constructed in 2025. There is currently a special for leasing an apartment, Rief said. With signing a 12-month lease, one month free rent is granted, he said.

With the construction of the hospital, Rief could see that development was occurring near the hospital and headed south along Highway 281.

“I wanted to create a unique downtown atmosphere,” Rief said. “I wanted to develop a place where people could bring their families.”

Rief said that businesses located in the Prairie District are BALZ Sports Bar, Big Red Treats, Barista’s Coffee House, HOTWORX, Grand Island Dental Center, Summit Real Estate, Altitude Insurance, Churchill Mortgage, and Hampton Inn.

Rief said he got started in real estate development as a hobby. He purchased several single family homes in 2012. The real estate development blossomed from there.

“I saw a need for housing,” Rief said. “What better rewarding thing can we do.”

The real estate development business was initially named Innate Concepts, which was founded in 2016. There also was a second division that was responsible for things such as maintenance and cleaning of the properties. The two divisions have been combined to form RIZER.

“We wanted to combine that to start helping other people” with real estate developments, Rief said. “We were ready to rise up to start building communities for other people.”

Completion of the housing development at Prairie District all depends on market demand, Rief said.

“We’re very thankful for the community supporting us,” he said.

According to RIZER’s website, RIZER manages a growing portfolio of multi-family communities in  Lexington, Kearney, Hastings, Grand Island, York, Columbus, and Norfolk.

RIZER’s portfolio includes Talon Apartments in Grand Island, Elm 26 in Hastings, Active Family Chiropractic and Acupuncture, Legacy 34 in Grand Island, Prairie District in Grand Island, Prairie Heights in Lexington, Element 30 in Kearney, according to RIZER’s website.
